 Certification of production

Certification - conformity assessment procedure whereby independent of the manufacturer (seller or performer) and consumer (buyer) organization certifies in writing that the product meets the requirements. Also, certification - a form, the certification body conformity objects to the requirements of technical regulations, standards, regulations, codes of practice or conditions of contracts (in the redaction Federal law of 01.05.2007 № 65-FZ).

     On the territory of the Russian Federation there are no regulations for mandatory certification of products and services. The Declaration of Conformity - A document in which the manufacturer certifies that the products delivered to them meets certain quality standards. If the products enter into the specified 'Nomenclature of products subject to mandatory certification, then for its sale or customs clearance must be obtained Certificate of conformity GOST R. If products are not subject to compulsory certification, then it is possible clearance or exemption letter or a voluntary certification. Exemption Letter - Statement issued by an accredited body in the corresponding system and stating that the products are not subject to compulsory certification in the certification system.

All products subject to certification in the Russian Federation indicated in the Decree of the Government of the Russian Federation from December 1, 2009 N 982 "On approval of a common list of products subject to mandatory certification, and a unique list of products, statement of compliance which is in the form of issuing a declaration of conformity " ( see Information section).

Said "nomenclature, subject to obligatory certification" - a subset of the "All-Russian qualifier of UC 005-93. Certificates of conformity on this or other products are issued by certification bodies that have the appropriate scope of accreditation on the basis of documents submitted to them for products, the main one being the test report. Test reports are issued, in turn, accredited testing laboratory after testing properly selected samples of products. In practice, the laboratory can make the specified protocol is simply based on the examination of technical documents about the product.


Also, if the products included in the list of goods subject to compulsory certification in the field of fire safety
( Government of the Russian Federation dated 17.03.2009, № 241), the presence of   fire safety certificate is a prerequisite for obtaining a certificate GOST R

Certification systems, types of certificates 

In Russia there are more than 100 certification, about 20 of them mandatory, others voluntary. The main ones:

• GOST R, supervised Rostechregulirovanie and Rosstroy;
• sanitary-epidemiological inspection (sanitary-epidemiological evaluation of products, hygienic certification "), supervised Roszdravnadzor;
• fire safety, supervised MOE;
• mandatory certification of information security requirements for information security.

If production is subject not only to compulsory certification in the GOST R system, but mandatory sanitary-epidemiological examination or compulsory certification for fire safety, it must first be obtained from all these "extra" documents, and then based on them can be obtained a certificate of conformity.

All certificates of conformity, sanitary-epidemiological conclusions and refusal letters are valid throughout the territory of the Russian Federation no matter where they are issued, or where the firm is legally or physically, and no matter what part of the Russian Federation the document is available.

If products are not subject to compulsory certification, then it is possible clearance or exemption letter, or voluntary certification.
